There are two languages spoken in Tokyo, English and Japanese. For foreigners, it is hard for them to speak or read Japanese. There are numerous numbers of programs or schools provided in Tokyo for foreigners to learn to speak, write and read Japanese. While foreigners learn Japanese, the Japanese people try to learn English.

Crime rate
Japan has always been the world's safest country.It has the lowest murder rate which is 0.83 (100,000 people per year). However, Norway (0.68) and Germany (0.81) always had a low rate than Japan.
The biggest crime in Japan is the, Bicycle Crime. About 6.6 thefts per 100,000 people. Since 1989, the rate of this has been doubled and people are now getting worried about their bicycle stolen. The rate of the bicycle crime, puts Japan on the 2nd of highest bicycle rate in the G20. Holland is the worst country for stealing bikes. Japanese police find about 50% of the stolen bicycles.
The victim rate for Japan is 21%, this puts Japan in the lowest rank. If you compare this with other countries, United States (39.5%) has more victim rate and as well as Australia with 54.3% each year.
